Using a speakerphone for a full conversation in a quiet waiting room should be illegal.

I'm at the mechanic's and a guy has been on a loud speakerphone call for 20 minutes. It's not an emergency, he's just chatting with his friend about his fantasy football draft. Everyone else in here is just staring at him.
The full story
It started about five minutes after I sat down. His phone rings, and instead of answering it like a normal person, he hits speaker and puts it on the table in front of him. The volume is maxed out. We're all getting a play-by-play of why he thinks taking a certain quarterback in the third round is a genius move. This isn't a bus station, it's a small, quiet room with maybe eight other people. We're all trying to read, or work, or just sit in silence and contemplate the bill for our car repairs. Every few minutes he'll laugh, this loud, booming laugh that makes the air vibrate. I've seen at least three other people look up from their phones and just glare at him. He is completely oblivious. I don't understand the thought process. Do you think everyone wants to hear your conversation? Do you not own headphones? I'm honestly debating just walking over and asking him to take it off speaker, but I also don't want to start a confrontation. But my silence feels like I'm enabling this madness. The conversation has now shifted to what they're grilling for Labor Day. I feel like I know this man's entire life now.
