Our fantasy league might implode over a rule we all agreed to as a joke.

I'm the commissioner of our fantasy baseball league. We have a 'Savior Rule' where the last-place team can swap rosters with the first-place team at the All-Star break. Now someone wants to use it, and the guy in first is threatening to quit if I enforce it.
The full story
I'm the commish for a 12-team fantasy baseball league with friends. This season, to spice things up, we voted on some wild rules. Someone suggested a 'Nuclear Option' rule: at the All-Star break, the team in last place gets to swap their ENTIRE roster with the first-place team. We all thought it was hilarious and it passed 11-1. Well, we're at the break. My boyfriend's team is in dead last. He's been talking trash for a month about how he's going to 'press the button' and now he's officially demanding the swap. The guy in first place is, understandably, livid. He's meticulously managed his team, has the best record by far, and says it was obviously a joke rule that shouldn't be enforced. He's texting me privately saying if I let this go through, he's quitting and demanding his league fee back. The group chat is an absolute warzone. It's split down the middle between 'a rule's a rule' and 'this is the dumbest thing ever, don't ruin the league.' As commissioner, I have to make the call. Am I wrong for thinking I have to enforce the rule we all voted for, even if it causes total chaos?

What people are saying
@xenayk — So the one person who benefits from this chaos rule just happens to be your boyfriend?
@elliemm — A vote is a vote, and you have to honor it.
@sortaright — i would enforce the rule and then send the guy in first place a crying jordan meme every single morning until next season.
@ashforsure — Why not just offer to refund the first place guy's league fee and let the swap happen?
@rubysorta — This whole thing is a loyalty test to see if you'll side with the league or your boyfriend.
