At what point is it okay to call out the friend who never pays their share of the group dinner?

We have one friend who either 'forgets' her wallet or promises to Venmo and never does. It's never a huge amount, but it happens every single time.

I love my friends but this is getting so old. We do group dinners or tapas pretty often, and this one person has turned being 'forgetful' into a literal art form. She'll order multiple cocktails and the most expensive thing on the menu, and then when the bill comes it's a whole performance of 'Oh my god, I can't believe I left my card at home!' or 'My Venmo is acting weird, I'll get you tomorrow!' It's always just awkward enough that nobody wants to make a scene and call her out on it, so someone else just covers her. But it adds up, and frankly I'm tired of subsidizing her lifestyle.
