At what point does being 'eco-conscious' become an excuse to be cheap?

My roommate has started splitting our 2-ply toilet paper to create two 1-ply rolls. they says it's to reduce waste, I say it's insane and useless.

My roommate went to some weekend retreat and came back as Mother Earth's personal warrior. Her new crusade? The toilet paper. She has started unspooling our normal, perfectly fine 2-ply toilet paper and re-rolling it onto empty tubes to create two separate, miserably thin 1-ply rolls. Her logic is that we get 'twice as much' and halve our consumption. I told her that is literally not how anything works. She called me a mindless consumerist. Now our bathroom feels like a public restroom at a sketchy gas station. It's my turn to buy supplies and I'm so tempted to get the most luxurious, 4-ply quilted stuff I can find just to prove a point.
