Why are there people at the gym who just use the sauna?

I'm not talking about after a workout. I mean guys who come in, change, sit in the sauna for 45 minutes, shower, and leave. They don't touch a single weight.

My gym membership isn't cheap. It's for working out. But every time I'm there, a few of the same guys are just using it like it's a private spa. They take up space, they're loud, and they're not even there to exercise. Yesterday the sauna was full of these guys just gossiping. Is this normal now? Seems like a waste of a gym membership to me, but what do I know. Maybe I'm missing something, but it just seems wrong.
