My new neighbors keep putting their trash cans directly in front of my house.

Every single trash day, they line their three bins up on the curb right in the middle of my front yard, not theirs. I've asked them nicely to stop, but they just keep doing it.
The full story
We got new neighbors about four months ago. Seemed fine, a couple about our age. But the trash thing started right away. They have a huge curb in front of their own house, probably 60 feet of space. We have maybe 30 feet in front of ours. For whatever reason, they decided the best spot for their garbage, recycling, and yard waste bins is the dead center of our 30 feet of curb. First time it happened, I figured it was a mistake. Second time, I thought, okay, weird. The third week, I went over when I saw them bringing the cans in. I was super polite, said something like, "Hey, not sure if you realized, but you've been putting your cans in front of our place. Could you start putting them in front of your own house? Thanks." The guy just kinda stared at me and said "Oh. Okay." Then the next week, same exact thing. So my husband went over. This time the wife answered. He explained again, maybe a little more directly, that we don't want their bins in front of our house for 24-48 hours every single week. It looks messy and sometimes they stink. they said "he handles the trash" and shut the door. Now it feels like they're doing it on purpose. Last week, their recycling bin was overflowing with a place nearby boxes and a loose flap was blowing into our flower bed all day. We have an HOA but I hate to be THAT person who files a formal complaint over something so stupid. My husband says I should just drag their bins back onto their property every Tuesday morning, but I shouldn't have to touch their gross trash cans. It's the principle of it. It's a basic neighbor respect thing. Why do people think they can just use your space as their own?

@gabekay — My old neighbor used to let his dog do its business right on our front step and then act surprised when we said something.
