My neighbor's dog jumps on me every time I see it and she thinks it's cute.

She just laughs and says he's being friendly, but it's a big dog and I'm tired of getting muddy paw prints on my clothes. I feel like I'm being unreasonable for being annoyed, but it's getting old.
The full story
I live in an apartment building, and my next-door neighbor has a golden retriever. The dog is sweet, but it has zero boundaries. Every single time she and the dog are in the hall when I'm coming or going, it lunges and jumps on me. She holds the leash, but loosely, and just says 'Oh he likes you!' as he's putting his paws on my clean work pants. I've tried saying 'down' firmly and I've asked her if she could please hold him back until I'm past, but she just says 'Oh, you don't have to be afraid of him!' I'm not afraid, I'm just annoyed. Am I in the wrong here?
