How do you tell a coworker to put a few bucks in the coffee fund?

We have a coffee pot in the breakroom. About five of us chip in for the nice grounds and filters. There's one guy who helps himself to two or three cups every single day and has never contributed a dime.

It's not about the money, it's the principle of it. We're talking maybe five bucks a month. I even left a friendly note on the pot once that said 'please chip in if you drink the coffee!' and he just ignored it. I don't want to be the office cop or make it a whole thing with HR, but it's annoying. What's the next move here? I need some practical suggestions on how to handle it without starting drama.
